China proposes export checks for advanced AI know-how

China has opened consultation on rules that would put parts of its advanced AI know-how under export control, alongside selected biotech and solar technologies. The AI section covers 23 technologies, including some large-model, AI-agent, computing-cluster and chip-design capabilities; companies would have to register covered transfers immediately while the final rules are being developed. The important distinction is that the proposal targets the technology itself—not every product built with it: publicly released open-source work and academic research would generally be outside the controls, while access to a model through an app or API would not normally count as exporting the model technology. If adopted, the rules would give Beijing more say over when its most strategically useful AI capabilities can be moved abroad, while trying to leave routine international use and collaboration largely intact.
