OpenAI’s four Abu Dhabi deals put AI inside core institutions

OpenAI has signed four agreements with Abu Dhabi entities that move its models from general-purpose chat tools into the day-to-day machinery of energy, investing, government and education. ADNOC will use the technology, run on computing infrastructure in the UAE, to connect operational, commercial and investment decisions, while Mubadala plans to apply it to research, opportunity-finding and risk assessment. The government’s project will convert selected rules into a format AI can check against permit and certificate applications; officials, rather than the system, will make final calls. A separate five-year agreement with G42 subsidiary Inception42 targets broader use across government, businesses and schools, showing Abu Dhabi is pairing local AI capacity with deployments in its biggest institutions.
